Standing & Historical Orders of the Alumni Association

Preface

Outside of the General Assembly Meeting, from time to time the Association establishes precedential documents called “Executive Orders,” which can either be proclaimed by the Office of the President, the Office of the Vice President, or the Executive Council, and are actions derived either explicitly or implicitly from interpretations of the Constitution. These documents are the principal formal administrative actions of the Association.

Once Orders are proclaimed, it shall remain available on this site, and are active so long as the issuing office does not issue a repealing order.

Executive Order No. 1

 
Executive Order 1.
 
LET IT BE KNOWN THAT WHEREAS Article IV Section 7 of the Constitution of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity states that “All vacancies on the Executive Board, which might arise, shall be filled by temporary appointment by the President. The regular election process shall then be used to fill any vacancies at the following General Assembly Meeting;”
WHEREAS Article IV, Section 1 of said document states that “The Executive Council of the Association shall consist of the following members: President, Executive Vice President, Vice President of Exchequer, Vice President of Council Management, and the Vice President of Member Activities;”
WHEREAS the chair of the Vice President of Council Management is held vacant;
RECOGNIZING the importance of fulfilling the duties proscribed to the Vice President of Council Management is necessary for the growth and development of the Association;
EMPHASIZING that the duties as proscribed by Article IV, Section 9, Clause C “Duties of the Vice President of Council Management” of aforementioned document state that he “1. Shall keep record of the minutes and agendas of each G.A. Meeting and Executive Council Meeting of the Association. 2. {He shall be} Directly responsible for the Office of Recruitment Chairman and the Webmaster. 3. {He} Shall maintain the directory of all alumni recognized by this Association;”
FURTHER ARTICULATING that the duties of the Recruitment chairman which he shall also assume, according to Article IV, Section 10, Clause D “Duties of the Recruitment Chairman”, Sub-Clause 1 of said document state he “Shall assist the Vice President of Council Management in recruiting alumni into the Association upon their change of status to “Alumnus” and as long as they remain in good standing with the National Fraternity” AND
ACKNOWLEDGING Brother Timothy Carstensen obediently and aptly served his chapter as both Worthy Scribe and as Recruitment Chairman, and has met the requirements for a member in good standing with the Association specified in Article III “Membership” of our Constitution,
 
 IT IS THEREFOR RESOLVED, that on this Twenty-Fifth Day of September in the Two Thousandth and Eighth Year of Our Lord, in accordance with the Constitution of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity, the Office of the President hereby appoints Brother Timothy Carstensen to serve as the Chair of the Vice President of Council Management, and is afforded all of the powers and duties of this office.

Executive Order No. 2

Executive Order No 2


LET IT BE KNOWN THAT WHEREAS Article IV Section 7 of the Constitution of the Alumni Association of the
Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity states that “All vacancies on
the Executive Board, which might arise, shall be filled by temporary appointment by the President.

WHEREAS Article IV, Section 1 of said document states that “The Executive Council of the Association shall
consist of the following members: President, Executive Vice President, Vice President of Exchequer,
Vice President of Council Management, and the Vice President of Member Activities;”


WHEREAS the chair of the Executive Vice President was left vacant by the resignation of Dan Manno, following
his election as the Board of Trustees Chairman;


RECOGNIZING the importance of fulfilling the duties proscribed to the Executive Vice President is necessary for
the proper leadership of the Association;


EMPHASIZING that the duties as proscribed by Article IV, Section 9, Clause B “Duties of the Executive Vice
President” of aforementioned document state that he "1. Report directly to the President and directly
responsible for the other Vice Presidents. 2. In the event that the President is unable to conduct his
official business as specified in this Constitution, or as requested by the President, the Executive Vice
President shall serve as active President in addition to his regular functions as Executive Vice
President for the period specified by the President. 3. He shall organize the logistical aspects of the
General Assembly Meetings;”


ACKNOWLEDGING Brother Matthew Gerbatsch obediently and valiantly lead his chapter as both Worthy Master
and as Worthy Marshall, demonstrating by all outward signs his dedication and true belief in the
vision and Mission of our Fraternity, and has met the requirements for a member in good standing
with the Association specified in Article III “Membership” of our Constitution,
 

IT IS THEREFOR RESOLVED, that on this Twenty-Third Day of March in the Two Thousandth and Tenth Year
of Our Lord, in accordance with the Constitution of the Alumni Association of the Illinois State Theta
Theta Chapter of the Alpha Tau Omega Fraternity, the Office of the President hereby appoints
Brother Matthew Gerbatsch to serve the Office of the Executive Vice President, and is afforded all of
the powers and duties of this office.

Executive Order No. 3

Executive Order No 3
LET IT BE KNOWN THAT WHEREAS the President of the Alumni Association has in the past maintained Ex Officio Status as a Trustee on the Illinois Theta Theta Board of Trustees of the Alpha Tau Omega Fraternity, and thus agency as a Trustee,
TAKING INTO ACCOUNT that Article IV Section 9 Clause A Subclause 2of the Constitution of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity states that the President “Delivers all official correspondence regarding the Association to the Chapter Alumni Relations Officer, the Worthy Master of the Theta Theta Chapter, the Chairman of the Board of Trustees, the Chairman of the Housing Corporation, and the National Office,”
FULLY BELIEVING that, as established by the precedence of necessity, all duties not explicitly defined in the Constitution shall be reserved for the discretion of her officers implicitly, and such decisions shall be made relative in proportion to degree of gravity and force of decision in regards to the officer’s formal duties;
BARING IN MIND that the decision of the President to accept Ex Officio Status in the past on boards as aforementioned was in the best interest of the Alumni Association during her developmental years, and
REALIZING that such a decision was made under the guise of the implicit powers retained by said office, and hence the resignation of such powers falls squarely under the same implicit powers of the office;
HAVING RECEIVED the positions of the Vice President of Membership Activities and Vice President of Exchequer regarding this matter, and
HAVING HEARD the positions of the Executive Vice President and the Vice President of Council Management regarding this matter;
AFFIRMING that The Association's primary purpose and prima facie dutyis to foster the mission of our fraternity in the minds and hearts of our Alumni, and as such, are co-creators in the development of our Chapter, comprised of both members of the our Sister Chartered undergraduate chapter and the graduate chapter alike
EMPHASIZING that to this end, we must maintain open communication between our sister chapter, and by extension the board of trustees and the housing corporation, and conversely ensure that we ourselves remain open to communication of our sister charter, our co-steward of Theta Theta’s vision, as commanded by brotherly love and affection in a properly oriented environment,
WITH DEEP CONVICTION as St. Paul says in his First Letter to the Corinthians Chapter 12, that "if the whole body were an eye, where would the sense of hearing be? If the whole body were an ear, where would the sense of smell be? But in fact God has arranged the parts in the body, every one of them, just as he wanted them to be.... As it is, there are many parts, but one body;" So too our brotherhood is like a single body, although we are comprised of separate parts, and each part must function in their own perfection; further that we are all given "different kinds of gifts, but the same Spirit", and such the Association, although not given the same responsibilities or gifts as the other parts of our fraternal body, must perfect her own gifts and duties in order that the body as a whole maintain health;
 
IT IS THEREFOR RESOLVED, that on this Twenty-Third Day of March in the Two Thousandth and Tenth Year of Our Lord, in accordance with the Constitution of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity, the Office of the President hereby:
1.                    HAS RESOLVED that the President of the Alumni Association shall neither accept nor retain honorary, Ex Officio, and/or Permanent Positions, by appointment or likewise, on the Board of our Sister Charter, or her auxiliary organizations, or accept agency in any such organizations not held in common to all,
2.                    ENCOURAGES that all new elected officers of the Association refrain from accepting such positions on such boards, always following their heart however as they are called to follow it, recognizing our own unique charisms,
3.                    EXPRESSES HOPE that our Sister Organization continue to receive our liaisons sent on the behalf of the Alumni Association, and send liaisons to the Alumni Association meetings, in the true spirit of recognizing eachother's due functions,
4.                    EXPRESSES APPRECIATION for the Illinois Theta Theta Chapter Board of Trustees warm reception of the President of the Association to serve as an Ex Officio Trustee, and for the continued Service of all of our Alumni serving on the Illinois Theta Theta Board of Trustees and the Housing Corporation,
5.                    AFFIRMS the Associations identity as the Historical and Principal social and organizational body of the Alumni and Undergraduate Alumni of the Illinois Theta Theta Chapter, devoted to fostering “a bond as strong as Right itself and as lasting as humanity” amongst all of our brothers,
6.                    SOLEMNLY AFFIRMS the Associations continued dedication to the success and mission of our little brothers of the Undergraduate Chapter of the Illinois Theta Theta Chapter of the Alpha Tau Omega Fraternity, and by extension the Illinois Theta Theta Board of Trustees and the Housing Corporation, and shall “have no narrower limits within which to work together for the elevation of man than the outlines of the world.”

Executive Order No. 4

Executive Order No 4
LET IT BE KNOWN THAT HAVING CONSIDERED that our very purpose is worded most clearly in the Creed of the Alpha Tau Omega Fraternity, written by Otis Alan Glazebrook in 1880, and that no other words could be as well written to fully embody the soul, purpose, and mission of the Alumni Association,
 
HAVING EXAMINED Article II, Section 1 of the Association Constitution reading that “Upon ratification by the Executive Council, Article II Section I shall be deleted and replaced with Section 1. – Section N as voted on by the Executive Council, per Article VIII, Section II and Section III, Clause B,”
 
HAVING FURTHER CONSIDERED, that in an effort to make these words our own, but not discount or diminish the Creed itself through modifying its language, the last line of the Creed should not be included in the Association’s Purpose or Mission,
 
OBSERVING that the proposed Purpose Statement should thus read: “To bind men together in a brotherhood based upon eternal and immutable principles, with a bond as strong as right itself and as lasting as humanity; to know no North, no South, no East, no West, but to know man as man, to teach that true men the world over should stand together and contend for supremacy of good over evil; to teach not politics, but morals; to foster, not partisanship, but the recognition of true merit wherever found; to have no narrower limits within which to work together for the elevation of man than the outlines of the world.”
 
 IT IS THEREFOR RESOLVED, that on this Sixth Day of April in the Two Thousandth and Tenth Year of Our Lord, in accordance with the Constitution of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau Omega Fraternity that the Mission Statement and Purpose Statement of the Association Constitution be replaced with the text of the Alpha Tau Omega Creed as written above.

Executive Order No. 6

LET IT SO BE KNOWN, THAT WHEREAS in 1976, the Theta Theta Chapter experienced a substantial loss brought on by a fire which destroyed our chapter facilities,
 
MOURNING the loss of three of our brothers at Ole Miss (Delta Psi Chapter) when in 2001 their chapter home caught fire overnight,
 
STANDING IN SOLIDARITY with our Chief Executive Office Wynn Smiley and the National Fraternity, Alpha Tau Omega has been a leader in the push for demanding, both locally and on a national level, that our chapter facilities receive the much needed upgrades to ensure our undergraduate brother’s safety,
 
ACKNOWLEDGING our Mission and Creed, as both brothers of Alpha Tau Omega and as members in the Alumni Association, is to recognize our fellow man, by knowing “no North, no South, no East, no West”, to know no differentiation, discrimination, segregation, or separation, but to know “Man as Man,” furthermore,
 
EMPHASIZING our Mission and Creed demands of us that we “have no narrower limits within which to work together for the elevation of man than the outlines of the world,” furthermore,
 
CONVICTED our boundless duties to man and brother extend beyond our chapter walls, and the very heart of our brotherhood in the Alpha Tau Omega Fraternity implores us to serve others as Christ has shown us, regardless of their affiliation with our beloved Fraternity,
 
IT IS HERE FORTH RESOLVED, that I, Andrew M. D’Amico, President of the Alumni Association of the Illinois Theta Theta Chapter of the Alpha Tau Omega Fraternity, in accordance with the Constitution, on this Twenty-First Day of April in the Two Thousand and Eleventh Year of our Lord, hereby duly commission the Fundraising Chairman to:
 
Establish a fund to be used for the purpose of granting aid and assistance to Illinois State University Students who have suffered loss due to fire, and out of Love and Respect, to all Chapters of the Alpha Tau Omega Fraternity who have suffered loss due to fire, and further that this fund be administered by aforementioned Fundraising Chairman
 
and urge all members to consider making a financial donating to this fund.
