Constitution of
The Alumni Association of the
Illinois State Theta-Theta Chapter of the
Alpha Tau Omega Fraternity.


 

Preamble

We, the members of this Association, ordered by the Eternal and Immutable Principals set forth by our creed,

and under the authority of the Alumni of the ΘΘ (herein designated “Theta Theta”) Chapter of the ΑΤΩ

(herein designated “Alpha Tau Omega”) Fraternity in accordance with our Ritual established by the Grand

Worthy Council of the Alpha Tau Omega Fraternity, for the sake of the continually installation of the precepts

upon which our Brotherhood is bound, hereby establish this Constitution of the Alumni Association of the

Theta-Theta Chapter of the Alpha Tau Omega Fraternity.

 

Mission Statement

Section 1. Upon ratification by the Executive Council, Section 1. of the “Mission Statement”

shall be replaced with the “Mission Statement” ratified.

 

Ratification

Let it be known to all whom it may concern, that this Constitution was adopted by the Executive Council and

the General Assembly of the Alumni Association of the Illinois State Theta Theta Chapter of the Alpha Tau

Omega Fraternity on this 13th day of October in the Two-Thousand and Seventh year of our Lord.

Article 1: Name

 

 

Article I – Name

Section 1. This organization shall be known as the Alumni Association of the Illinois State

Theta-Theta Chapter of the Alpha Tau Omega Fraternity

Section 2. For purpose of this Constitution, the Alumni Association of the Theta-Theta Chapter

of the Alpha Tau Omega Fraternity shall herein be referred as the “Association.”

Article 2: Purpose

Article II – Purpose

Section 1. Upon ratification by the Executive Council, Article II Section I shall be deleted and

replaced with Section 1. – Section N as voted on by the Executive Council, per Article

VIII, Section II and Section III, Clause B.

Article 3: Membership

 

 

Article III – Membership

Section 1. Membership in the Association shall include all alumni brothers of good status with

the National Office of the National Fraternity (herein designated “National”) and the

Theta-Theta Chapter of the National Fraternity.

A. The Rights of Membership may only be revoked by failure to meet the

requirements set within the National Constitution, and are immediately

revoked upon termination of membership within the National Fraternity.

B. Associate membership may be granted to a brother of the Alpha Tau Omega

Fraternity initiated by a Chapter other than Theta Theta by the President,

granted membership of said brother does not violate this Constitution.

 

Section 2. Each Active Association Member shall be entitled to one vote at each meeting of the

General Assembly with the exception of the President, who shall not be considered a

voting member on either the General Assembly or the Executive Council, but shall

cast his vote only in the event of a tie.

 

Section 3. An Active Association Member must be present to vote, with the exception of an

absentee ballot accepted approved under special circumstances by the Executive Vice

President during the time of the voting.

 

Section 4. Active Membership in the Association (designated as an “Active Association Member”

or “Member”) shall be maintained by the payment of dues annually in accordance

with Article VII, Section 2.

 

Article 4: Officers

 

 

Article IV – Officers

Section 1. The Executive Council of the Association shall consist of the following members:

President, Executive Vice President, Vice President of Exchequer, Vice President of

Council Management, and the Vice President of Member Activities.

 

Section 2. The Special Offices of the President shall consist of the following members: The

Special Office of the Chaplain, the Special Office of the Historian, and the Special

Office of the Ombudsman.

 

Section 3. The Executive Cabinet shall consist of the following officers: Recruitment Chairman,

Homecoming Chairman, and Founders Day Chairman

 

Section 4. Officers of the Executive Board shall be elected by the General Assembly.

A. In the event that the General Assembly does not maintain the appropriate

number of members to meet quorum as specified within this Constitution, the

Executive Council retains the powers to elect members to the executive office.

 

Section 5. Special Offices of the President shall be appointed by the President with the approval

of the Executive Council.

 

Section 6. All officers of the Council and Executive Cabinet shall serve for four years.

 

Section 7. All vacancies on the Executive Board, which might arise, shall be filled by temporary

appointment by the President. The regular election process shall then be used to fill

any vacancies at the following General Assembly Meeting.

 

Section 8. Any officer may be impeached for non-fulfillment of his duties, abuse of designated

power, or conduct unbecoming of an Officer of the Association by an unanimous vote

of the Executive Council or a petition successfully meeting the Quorum set within

this Constitution.

 

Section 9. Duties and Powers of the Executive Council:

A. Duties of the President:

1. Bear direct responsibility for the official duties and actions for the

Special Offices of the President as appointed by the President.

2. Delivers all official correspondence regarding the Association to the

Chapter Alumni Relations Officer, the Worthy Master of the Theta

Theta Chapter, the Chairman of the Board of Trustees, the Chairman

of the Housing Corporation, and the National Office.

3. Preside over the meetings using Roberts Rules of Order, Current

Edition, and have fluency with this text.

4. He is responsible for calling to order the General Assembly Meetings

and the Executive Council Meetings, and the logistical aspects of the

Executive Council Meetings.

B. Duties of the Executive Vice President

1. Report directly to the President and directly responsible for the

other Vice Presidents.

2. In the event that the President is unable to conduct his official

business as specified in this Constitution, or as requested by the

President, the Executive Vice President shall serve as active

President in addition to his regular functions as Executive Vice

President for the period specified by the President.

3. He shall organize the logistical aspects of the General Assembly

Meetings.

C. Duties of the Vice President of Council Management:

1. Shall keep record of the minutes and agendas of each G.A. Meeting

and Executive Council Meeting of the Association.

2. Directly responsible for the Office of Recruitment Chairman.

3. Shall maintain the directory of all alumni recognized by this

Association.

 

D. Duties of the Vice President of Exchequer

1. Shall maintain a current record of the financial activity of the

Association.

E. Duties of the Vice President of Membership Activities

1. Directly responsible for the Offices of Homecoming Chairman and Founders Day Chairman.

C. Duties of the Founders Day Chairman

 

Article 5: Executive Council

 

Article V – Executive Council

Section 1. The Executive Officers shall consist of the members on the Executive Council.

 

Section 2. This Council shall have the full power to act for the Association if the Association is

unable to meet or a quorum is not reached at the General Assembly.

 

Section 3. Any action taken by the Executive Board can be rescinded by a petition to the Special

Office of Ombudsman containing the number of signatures required for quorum by

this constitution.

 

Section 4. Quorum of the Executive Council shall be at the discretion of the President and shall

be announced to all Councilmen prior to the conduction of any business.

 

Article 7: Finance and Dues

 

 

Article VII-Finance and Dues

Section 1. All monies collected by the Association shall be received by the Vice President of

Exchequer and deposited in the account set up exclusively for the Association.

 

Section 2. Dues for each year will be voted on with the Budget at the first G.A. meeting of each

school year.

A. The Vice President of Exchequer has the authority to set when the dues shall

be paid.

B. Per Article V, Section 2 of this constitution, if a Quorum is not achieved, the

Executive Council retains the power to set the dues schedule.

 

Section 3. Each semester a petty cash fund shall be set up for exclusive use by the Executive

Council

A. The fund shall not exceed $300 for the entire semester or 10% of the

treasury, whichever is less.

B. Any use of funds from the petty cash fund must be documented with the

Vice President of Exchequer and requires the approval of the Executive

Council.

C. Any use of funds from the petty cash fund must be reported at the following

G.A. meeting.

Article 8: Amendments

 

Article VIII-Amendments

Section 1. Proposed amendments may be submitted at any time to the Executive Vice President,

however, any amendment to be passed at the G.A. meeting must be delivered to the

Executive Vice President no less than 30 days prior the meeting.

 

A. The Vice President will ensure that every Association member has unrestricted

access to the proposed amendment and this Constitution for no less than 21 days

prior the General Assembly.

B. The Proposed amendment may be ratified by a 2/3 vote of the quorum at the G.A.

C. The Proposed amendment may be amended at the G.A. per Roberts Rules, and as

such, may only be reduced in power in order that the members not in attendance

are protected.

Section 2. Upon the submission of this Constitution to the National Office of the Alpha Tau

Omega Fraternity, thus upon the signatures of the members seeking Chartering

required by the National Office, this constitution is binding. The President reserves

the power to make any additional changes to this constitution for 30 days: If after 30

days changes have been proposed, this Constitution must be available to all members,

and the members must be given 14 days to submit any objections to the proposed

amendments. The Executive Council shall than vote on the objectionable amendment

and/or clause, and then giving the G.A. an additional 7 days to object, at which time

the President may continue to extend the objection process as noted above or may

call a Special Meeting of the General Assembly to vote on the amendment.

 

A. If at any point an amendment survives un-objected given the proper time

periods, it shall immediately be written into the Constitution.

B. Upon the amendments being passed in accordance with the above manner,

Article IX Section 2. shall be removed from the constitution.

Section 3. In the interest of preserving an accurate and historical constitution, all amendments

to this constitution, with the exception of grammatical errors, shall be struck using a

“strike through” hash rather than permanent erasure.

A. Upon presentation of this document to the General Assembly, Article VIII,

Section 3, Clause A. shall be removed and replaced with “Clause A. Formatting

changes shall also be excemted”.

A. Formatting Changes shall also be exempt from Section Article VIII, Section 3.

B. Section 1. of the Mission Statement, as well as Article II, Section 2, shall also be

exempt and completely erased from this Constitution.
